Victoria 3's hotfix 1.13.8 (checksum ce22) fixes three distinct naval invasion bugs: naval battles didn't spawn during an invasion unless there was an explicit interception mission, a fleet could drop its army at sea and sail back to port, and an invasion would cancel if an enemy fleet blocked the sea node. These three bugs also prevented the AI from running its own naval invasions, summarized by La Meute QC.
Before Victoria 3's hotfix 1.13.8, fleets were always displayed as 'too weak to fight' during a naval invasion, even when that wasn't the case. This interface bug made reading the situation misleading for players. The hotfix corrects this incorrect display, as well as a pink placeholder face icon that appeared in a building details screen mapmode.
Victoria 3's hotfix 1.13.7 was a major patch (+100 entries) covering the naval AI overhaul, torpedo craft balancing, toll reduction and the Kiel Canal. Hotfix 1.13.8, released the next day (May 28, 2026), is the targeted follow-up promised in the 1.13.7 notes: it only fixes the AI getting stuck in naval invasions and two interface touch-ups. A larger hotfix is planned for June.
