In Victoria 3's hotfix 1.13.7, torpedo craft become the fastest ships of their era — they were the slowest before this patch. Naval accuracy was also reworked: hit chance is compared against the target's speed and visibility, making capital ships much less accurate against torpedo craft. Tolls were cut in half with a 6-month cooldown on changes.
