No. Allosaurus fragilis lived in the Late Jurassic (155-150 Ma) in North America and Europe. Tyrannosaurus rex lived in the Late Cretaceous (68-66 Ma). They are separated by about 80 million years — a gap greater than between T-Rex and us.
Allosaurus fragilis measured 8 to 12 metres and 1 to 4 tonnes, lighter than Tyrannosaurus rex (12-13 m, 5-9 t). However, Allosaurus compensated with superior agility and a particular hunting technique: it used its jaw like an axe, opening wide to strike rather than crush.
Allosaurus fragilis was indeed the apex predator of the North American Late Jurassic, a role similar to T-Rex in the Cretaceous. It hunted Stegosaurus, Apatosaurus and Diplodocus. Its fossils are among the most abundant in the Morrison Formation, suggesting a dominant ecological role.
